Baseline Emissions Footprint
Baseline emissions are a record of the greenhouse gases that have been produced in the past and were produced prior to the introduction of any strategies to reduce emissions. Baseline emissions are the reference point against which emissions reduction can be measured.

PJA gathered data in 2019 and 2020. Due to the impacts of Covid 19 2019 data was used wherever possible to set the baseline.
PJA is a consultancy and so does not generate waste from facilities they don’t control or have upstream and downstream distribution chains.

Emissions reduction targets
PJA are a signatory of pledge to net zero and so we have the ambition to halve our carbon by 2030 and be net zero by 2050.
Progress against these targets can be seen when comparing our total emissions (and per-employee emissions) against the 2019 baseline. We continue to account for company growth in our calculations by tracking “carbon per employee,” which has fallen to 0.8 tCO₂e, representing a 54.7% reduction from 2019.


Carbon Reduction Projects
Completed Carbon Reduction Initiatives
The following environmental management measures and projects have been completed or implemented since the 2019 baseline. The carbon emission reduction achieved by these schemes equates to 346.1 tCO2e between 2022 and 2025.
For 2025 we have had a decrease in carbon emissions of 24.8% when compared to the baseline. However, the company has grown by 66% in terms of employees from the baseline and the carbon per employee has reduced by 54.7%.
The following measures will be in place during the contract period to help reduce PJA’s carbon emissions.
- PJA has transitioned three of its offices to renewable energy including the head office
- PJA has used its transport planning expertise to create a travel plan for the company to help reduce commuting and business travel. This has proven effective in the areas it has targeted so far.
- PJA support a local allotment to the head office by donating its used coffee grounds for use in planting and growing produce
- Laptops are now diverted to the charity LandAid
- PJA also has several members certified as carbon literate by The Carbon Literacy Project
- Company vehicles are electric
In the future we hope to implement further measures such as:
- Exploring additional ways to promote sustainable travel within the business
- Supplier engagement and exploration of joint carbon reduction initiatives
- Launch of a carbon reduction competition within the company
Declaration and Sign Off
This Carbon Reduction Plan has been completed in accordance with PPN 06/21 and associated guidance and reporting standard for Carbon Reduction Plans.
Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the GHG Reporting Protocol corporate standard¹ and uses the appropriate Government emission conversion factors for greenhouse gas company reporting².
Scope 1 and Scope 2 emissions have been reported in accordance with SECR requirements, and the required subset of Scope 3 emissions have been reported in accordance with the published reporting standard for Carbon Reduction Plans and the Corporate Value Chain (Scope 3) Standard³.
This Carbon Reduction Plan has been reviewed and signed off by the board of directors (or equivalent management body).
