Whether you are looking for a reliable system for a complex estate or for a dynamic strategy for the management of parking demand and assets, PJA has the skills and experience to deliver practical solutions which make a real difference to efficiency, revenue and customer satisfaction.

PJA has forged a team with FluidParking, providing in-depth knowledge of demand management and in real-world situations car parking systems.

Our expertise falls into four broad service areas:

Strategy and Management:

Good management of car parking can play a pivotal role in releasing real estate and reducing the need to travel by private car

Parking is space intensive, taking up valuable real estate. Increasing supply to meet demand can be costly to build and maintain. Parking by its nature creates congestion and road safety issues, which have negative impacts on staff, students, customers and visitors. Parking also has an opportunity cost where land used for parking could alternatively be used to meet development aspirations.

The alternative approach is to improve car park efficiency and reduce the overall demand. Best practice is to achieve this by combining push and pull measures, such as increasing ticket costs at peak times and using revenue to offset sustainable travel initiatives. Our experience is that many university, hospital and retail estates have antiquated parking systems and a weak approach to travel planning. PJA works with organisations to minimise single occupancy vehicle use, manage parking demand and maximise occupancy throughout the day by improving ticketing and using parking eligibility criteria.

Financial Appraisal:

Parking charges can be a significant source of revenue for car park operators, providing a complimentary income to primary business activities that can be reinvested elsewhere

An innovative approach to pricing, fare structures and payment systems for parking can allow you to increase revenues in a fair way and influence modal shift in a palatable manner for the car user. We have expertise in pricing car parking and the transport economics that underpin it, enabling us to offer the following:

  • Bespoke financial modelling of parking demand and revenue, to analyse performance and forecast revenue for future growth and development scenarios
  • The application of non-uniform pricing techniques to maximise gains for the car park operator
  • Project appraisal that sets out the benefits against costs over an appropriate period. This provides a ‘financial case’ to help the operator understand profitability and the ‘economic case’ that demonstrates the economic welfare impact of a scheme
  • Post project evaluation that assesses the extent to which the objectives have been achieved and the general impacts of a scheme

Parking charges can be a significant source of revenue for car park operators, providing a complimentary income to primary business activities that can be reinvested elsewhere.

Demand Modelling:

Understanding the detailed workings of parking proposals, at any scale, as well as any potential knock-on effects on both the site and the highway network, can help to optimise and prioritise your scheme proposals.

Microsimulation modelling is used to simulate real world movement scenarios for people, cyclists, public transport, logistics and car users. The types of situations we model typically include junctions, pedestrian crossings, car parks, and local and wider area transport networks. Our software, which has been developed to assist with network and spatial modelling for land development and estate management will quantitively assess the benefits of a proposal, providing journey times and delays including the impact of barrier control, parking manoeuvres and space.

The software also allows us to make qualitative assessments using a graphics engine to visualise events occurring in real-time. This tool can be used with 3D modelling software to bring a scheme to life and allow stakeholders to observe and comment on proposals.

Systems and Infrastructure:

With ever increasing pressure on our road networks and transport links, there is a critical need to gain a deep understanding of the issues and to innovate in any new parking solutions provided

It is the systems you use that enable you to control the experience of your staff, students, customers and visitors. Pay and display parking is inconvenient, does not drive good revenue, and often leads to unnecessary administrative burdens. The new innovative systems that have been developed by our partners FluidParking enable you to ask:

  • How can I keep my customers informed and happy?
  • Who is on site and what are they doing?
  • How do I reduce delays during ingress and speed up exit?
  • What changes will reduce congestion and improve air quality?

With cutting edge technology, we are able to develop parking solutions that suit your needs and help you to answer these questions in real time.
