PJA provided transport planning and engineering input into two outline planning applications forming part of the wider Melton North Sustainable Urban Extension.

PJA were appointed by Richborough Estates and Leicestershire County Council for the two adjacent schemes, which promote up to 700 dwellings, a new primary school and an extension to an existing secondary school, forming part of a wider SUE for up to 1,900 dwellings.

The team at PJA worked closely with Leicestershire County Council highways and strategic infrastructure teams to ensure the developments aligned with the Melton Mowbray Distributor Road (MMDR) – a large infrastructure scheme with £50million government funding.

Working closely with LCC highways and their consultants, the design of the scheme set aside land for the MMDR, and ensured that the access strategy for the site worked in isolation as well as in conjunction with the MMDR.

A full Transport Assessment was prepared to support both application and this included our full range of services including advice on the vehicle access strategy, internal layout input, public transport strategy, junction modelling and design and travel planning.

PJA were also engaged in S106 negotiations and the development of a mitigation strategy which included a traffic calming scheme in the vicinity.

After extensive negotiations, both applications went to planning committee with a “no objection” from the local highway authority and both schemes were subsequently granted planning consent in August 2019.

PJA were then retained by Richborough Estates to undertake the S278 design of the primary vehicular access and associated footway/cycleway.
