PJA were commissioned by St Modwen Developments Ltd to provide transport advice and reporting related to a mixed-use development in the south of Evesham.

The development quantum comprised offices, light Industry, storage and distribution, drive-thru fast food, public house / hotel / restaurant and car showrooms.

Through a series of technical notes PJA agreed the scope of the assessment with the HE and local highway authority including trip generation (taking account of linked and pass by trips), trip distribution and geographical scope of assessments.

On the request of Highways England (HE), PJA were asked to consider access options to the proposed development site and after detailed analysis it was concluded that direct access from the Strategic Road Network (SRN) via a fifth arm of an existing roundabout was the most appropriate solution.

PJA progressed the design of the roundabout in consultation with HE and in doing so successfully addressed issues of pedestrian connectivity, capacity, safety and the need for a departure from standard.

The congested nature of the A46 corridor was such that queues extended through and impacted upon adjacent junctions. As such it was identified that there was a need for microsimulation modelling (Vissim).

The modelling prepared by Multimodal, part of the PJA Group, allowed the extent of the impact on the A46 to be identified and appropriate mitigation developed.

As a result of the detailed evaluation undertaken by PJA, no objections were received from either the local highway authority or HE.  Permission was subsequently granted in August 2018, subject to the S106.
