PJA have been working with Coventry University since early 2017, initially providing transport advice to support a planning application for the new Engineering and Computer Building and latterly providing advice and reporting related to car park management.
The university recognise that management of car parking as a resource can play a pivotal role in the development of incentives for walking, cycling, public transport use and car sharing and disincentives for single occupancy vehicle (SOV) use.
PJA were commissioned to provide an overview of possible measures and policies which could be assist the university in managing its car parking provision into the short, medium and long term and support the objectives of the university’s existing travel plan.
Our advice extended to consideration of:
- The benefits of introducing a needs-based permit system for staff and/or students;
- Advice on car sharing
- Advice Ultra-Low Emission Vehicles (ULEV) incentives
- Advice on parking charges and introducing the notion of a unified parking strategy
- Change management and consultation
PJA introduced CU to a number of innovative approaches to managing parking demand including:
- Flexible parking strategy, an approach that takes a holistic view of parking demand and supply across multiple land owners/estates to produce a pricing model that balances supply and demand.
- Smart Parking which offers a range of tools and techniques to influence parking behaviour and generate additional revenues.
- Charging methods including salary sacrifice schemes, pay/discount as you go basis, automated payments via the use of software and apps and car parking tariffs calculated according to pay grade/annual gross salary.
