PJA was part of the consultancy teams that assisted towns and cities applying for the Government’s Future High Street Fund (FHSF).

The FHSH was launched in December 2018 by the Ministry of Housing, Communities and Local Government (MHCLG) and is a key part of the Government’s plan to renew and reshape town centres and high streets in a way that drives economic growth and sustainably improves living standards.

In total, 101 towns and cities were selected from an initial expression of interest, to submit business cases for a share of the £1 billion funding put, with a maximum bid of £25 million.

Our Economics and Business Case Development team supported Great Yarmouth, Winsford, Tamworth, Worcester and Blackpool with their business cases, which were submitted in summer 2020. Our role was to undertake transport economic appraisals in line with Department for Transport guidance (TAG) where interventions were expected to have a transport impact.

This then fed into the cost benefit analysis that underpins the economic dimension of the five-part business case, alongside the land value uplift and other externalities calculated by consultancy partners.

Our input was tailored to the bespoke requirements of each individual application, with interventions including walking and cycle infrastructure, street and public realm improvements as well as new public transport facilities. Areas of monetisation included health benefits, journey ambience benefits, reduced external costs of transport, travel time savings and other relevant impacts.

PJA also provided general transport advice into the projects, undertaking design work in some instances and helping shape the interventions.
