As a long-term advocate for active travel PJA are very encouraged to read of Sustrans’ challenge to the government to create a “golden age of cycling”.

The timing has never been better as people are seeking healthier and sustainable modes of travel post-Covid and there is new guidance and funding to support this quiet revolution.

In the 1940s at the end of the working day, cycling was the go-to method of private transport. Looking at cycle use of over the years it has declined substantially in line with increased car ownership.

People often say the high use of bikes in the Netherlands is just because it’s a flat country, but the UK was no flatter in the 1940s! This shows that that there is the opportunity to grow the amount of cycle users again. This is further proven by the huge increase in cycle use during the pandemic when less traffic on the roads made them more ‘cycle-friendly’.

The benefits of cycling are immense, and it’s something we’ve spoken about in detail here. Much of the traffic on the roads is due to short trips that could be made by cycling and with our roads in recent years struggling to accommodate the levels of cars on them, encouraging active travel is an effective way of reducing congestion and improving air quality.

PJA recognise the importance of providing safe and adequate facilities to enable more walking and cycling, having over the years provided support to the UK and devolved governments on how best to create safe and attractive infrastructure. We have produced documents such as guidance on producing Local Cycling and Walking Infrastructure Plans, the Wales Active Travel Design Guidance and Local Transport Note 1/20 – Cycle Infrastructure Design which was commended in the Transport Planning category of the CIHT Awards 2021.

Additionally, the work PJA have carried out with Welsh Government to set the agenda for default 20mph speed limits in urban areas will help encourage more walking and cycling. PJA have been applying these principles in places such as Faversham in Kent, where a town-wide 20mph limit was introduced and which led to a change in the County’s speed limit policy to enable more places to make the change.  LINK to Case Study (JMCQ)

Through careful and considered design and with national and local government support to deliver suitable and sustained cycle routes we certainly do see this as an opportunity for the golden age of cycling to begin.

Soils can easily be taken for granted but are a vital resource to enable the production of food and produce, and are essential to the construction of the structures we live and work in. Soil is also crucial to the storage of the world’s carbon and plays an essential role in reducing the risk of flooding.

We interact with soils during the development of land, whether it be the clearance of existing vegetation and topsoil or the introduction of new landscaping, excavation, stockpiling or reengineering of soils and building foundations on it.

Soil is a finite and valuable resource. It can take hundreds of years to naturally produce a few centimetres of soil and it is under ever increasing stress from the demands of a growing population as well as the numerous challenges posed by climate change.

The development of sites inevitably involves disturbance of in-situ soils, whether this be stripping back topsoil, forming foundation and service excavations, reprofiling site levels and/or remediating contaminated soils. In addition to the generation of surplus soils, poor management and storage of soils can result in a detrimental impact on soil health and quality and their removal from the chain of utility. Good soil health is essential to ensure that it can function as a vital living system to sustain plant and animal productivity and health and maintain or enhance water and air quality†.

It is vital that soils are better managed to ensure that this resource is used in a sustainable way and that we play our part in reducing the ever-increasing demands on it. In addition to existing guidance, new guidance is under preparation to try and assist the construction industry to make further improvements for the future.

A Construction Code of Practice for the Sustainable Use of Soils on Construction Sites by Defra in 2011 highlighted the following good practice measures relating to the management of soils on site:

  • Prepare a Soil Resource Plan showing the areas and type of topsoil and subsoil to be stripped, haul routes, the methods to be used, and the location, type and management of each soil stockpile.
  • When stripping, stockpiling or placing soil, do so in the driest condition possible and use tracked equipment where possible to reduce compaction.
  • Confine traffic movement to designated routes.
  • Keep soil storage periods as short as possible.
  • Clearly define stockpiles of different soil materials.

In addition to good practice and better management of soils on site, it is important that any excess soils generated as part of the development are prevented from falling out of the chain of utility, for example being disposed to landfill. A report by the Environment Agency (EA) from 2019 reported that 28 million tonnes of soil were received at landfill in 2016, which equated to 55% of the waste received. Disincentives via the tax system will continue and the adverse economics of disposal will push operators towards collaboration and re-use. As an example increased use of energy from waste, recycling and composting have helped reduce landfill tax receipts by 9.4% in 2018/19, according to the latest date from HMRC, but pressure on remaining sources of landfill input will continue to rise.

Surplus soils are classified as waste under waste legislation which has often been problematic when assessing options for re-use. Waste exemptions permit specific operations relating to the waste materials without the need to obtain an Environmental Permit. The U1 waste exemption allows the use of certain construction wastes including uncontaminated ‘soils and stones’ in construction projects up to a limit of 1,000 tonnes. For volumes greater than this the CL:AIRE Definition of Waste: Code of Practice (DoWCoP) permits the re-use of materials on the site or origin as well as direct transfer of clean naturally-occurring soils from one development site to another, as a ‘non-waste’.

The DoWCoP requires the preparation of a Materials Management Plan (MMP) which helps promote the re-use of materials by demonstrating that they are needed (certainty of use) to enable the development as permitted and are suitable for re-use in terms of their geotechnical and geoenvironmental characteristics. In addition the CL:AIRE Register of Materials, has helped to facilitate better re-use of materials between organisations and the guidance continues to be updated and improved with each version.

PJA work with their clients to advise on the implementation of better management practices to promote the practicable and sustainable re-use of soil. We look forward to the publication of further focussed documentation from CIRIA who are working with the industry to promote the effective management of our valuable soil resources.

We’re excited to welcome Rebecca Jones as a Principal Consultant at our London Office.

She will be working closely with both our placemaking and civil engineering teams to deliver footway, cycleway and active travel schemes.

Rebecca joins us as a Principal from Urban Movement where she has worked on a range of projects including the design of ‘pop-up’ cycle lanes in Ealing, community engagement in Dartmouth Park and GIS analysis in Glasgow and Sutton. Further to this, Rebecca was Senior Engineer at Sustrans, working on the design and implementation of key projects including Quietways and the DIY Streets Marks Gate project.

Qualified to a Prince2 Foundation level, Rebecca brings her extensive experience of project management to the team, and has a proven track record of relationship management and project delivery with local authorities across London.

Rebecca is a regular public speaker as well as being guest lecturer at Cardiff University for their Transport and Planning MSc course.

Streets are an important part of our public realm. By balancing the needs of pedestrians, cyclists and motorists, a human-oriented approach in street design can provide great opportunities for placemaking in our communities.

Achieving slower speeds on urban streets, where vulnerable road users and vehicles mix, is integral to this goal. There’s overwhelming evidence that lower speeds result in fewer collisions and a reduced severity of injuries as well as improvements in air quality and improved noise levels. Balancing the needs of road users is also good for people’s mental and physical health offering the opportunity for higher levels of social connectivity and interaction.

It’s well documented that PJA are at the forefront of promoting lower speed limits on urban streets and creating spaces designed with all road users in mind. Our chairman Phil Jones led the historic Welsh 20mph speed limit change, and PJA has been instrumental in the designation of UK’s first town-wide 20mph speed limit in the English town of Faversham.

But the demand for our expertise on liveable streets also goes beyond the UK with speaking tours in Australia and Hong Kong, and numerous virtual conferences and webinars with particular interest in street design in the post-Covid world, area-wide reduced speed limits and active travel.

Phil Jones recently joined PJA’s transport and placemaking consultant Justin Yim at one such event, jointly organised by the Community for Road Safety and CUHK School of Architecture in Hong Kong, as part of the UN Global Road Safety Week. The virtual conference aimed to highlight the benefits of reduced speed limits on roads, modern street design concepts and the associated public health benefits. With around 100 deaths on roads in Hong Kong each year the appetite to put people first in street design is increasing. The recognition that lower speeds feed into the opportunity to design spaces more freely is gaining momentum and the advantages of no longer needing over complicated railings and street signs being appreciated.

Justin, who’s based in our London office, was born and raised in Hong Kong and is an active advocate for the concept of liveable streets in Hong Kong.

He says: “Despite a very high public transport mode share in Hong Kong, our surface streets are still designed with a car-oriented mindset. Through a better balance between the ‘movement’ and ‘place’ function on Hong Kong’s streets, we can create more liveable places in our neighbourhoods which everybody can enjoy. A low speed, low traffic street environment is the key to better social cohesion.”

Despite the evidence that supports the introduction of lower speed limits in urban areas in Hong Kong there are still some concerns with road users over how it could affect journey times and traffic congestion. In early 2020, Justin founded an organisation named Street Reset, with the aim of proliferating the idea of human-oriented street design in Hong Kong.

Justin says: “Street Reset is a social media-based collective dedicated to disseminating good practices in human-oriented street design and sustainable transport. Using social media, we hope to raise the awareness amongst Hong Kong’s public about the potential to transform our streets, so that people walking and cycling are treated more fairly.”

With some work still to do in persuading the road users of Hong Kong of the benefits of lowering the speed limit and introducing more people focused spaces, Street Reset hopes to be the beginning of a quiet revolution to spread the positive message of human approached street design.

PJA are proud to be part of the team that developed proposals for what promises to be an incredible landmark: Curzon Wharf.

We are providing transport planning services on this £360 million mixed-use regeneration project in Birmingham city centre.

This innovative project will reuse 1960s industrial land next to the Dartmouth Circus island and the A38 Aston Expressway to develop a range of residential accommodation and commercial space.

The masterplan contains proposals for a 172m building over 53 storeys, making it the Birmingham’s tallest, housing 498 apartments. An adjacent 41-storey building is proposed with up to 732 student accommodation units and a third 14-storey building would have 265 units of co-living space.

The scheme also includes plans for nearly 130,000 sq ft of office and other commercial space, 3,000 sq ft of retail space and 15,000 sq ft for leisure uses as well as improved public realm including walking and cycling routes.

We’re set to play an integral role in the creation of the West Midlands Gigafactory – a plant to manufacture electric car batteries – at Coventry Airport.

Working for joint venture partners Coventry City Council and Coventry Airport, we will advise on infrastructure, major highways, drainage and flood risk for the scheme, while also informing the masterplan.

Securing the factory could create thousands of green jobs, attract up to £2bn of investment, and support the drive for Net Zero. The West Midlands is already the heart of the UK automotive sector, and home to several automotive manufacturers, including Jaguar Land Rover, Aston Martin Lagonda, BMW, LEVC and others. Securing a Gigafactory in this location has been identified as vital for the continued success of the industry.

The UK Government is actively pursuing investment in a Gigafactory and has made up to £500m funding available to support the growth of the sector. The site has been endorsed by the West Midlands Combined Authority and other regional stakeholders and, if plans are successful, could be operational by 2025.

As advocates for cleaner greener travel this is an incredible opportunity for us to contribute to the UK’s electric vehicle industry.

With Water Saving Week upon us, Andrea Nelmes, Principal Flood Risk & Drainage Engineer in our Birmingham office, considers the importance of key global water issues, including the impacts of climate change, and how using nature-based solutions can be an opportunity to forward-thinking businesses.

The world continues to urbanise at a rapid rate, placing an incredible pressure on water supplies, drainage networks and sanitation, with water demand projected to increase by 55% by 2050†. To avoid a global crisis, countries need to act now to avoid reaching a ‘Day Zero’ drought as almost experienced by Cape Town in 2018. A situation that was considered to be caused by climate change‡.

Conversely, several months after ‘Day Zero’, areas across the UK experienced disastrous winter flooding as record breaking rainfall from Storm Christoph fell on already saturated ground and river levels remained exceptionally high, resulting in hundreds of homes being flooded and thousands of families being evacuated.

These extremes in weather patterns, the impacts on our water environment and the frequency at which these events are occurring is alarming. These issues are hard hitting and often the nation state isn’t the most agile in taking action on such complex, multi-dimensional, long term issues.

Clean sustainable water supply and quality and resilience to floods and droughts are key to healthy developments. But often Government, local authorities, landowners and water companies only think in terms of grey infrastructure when it comes to management, which includes major engineering and build projects such as reservoirs to hold water or tunnels to move flood water away from the surface.

Fortunately, there are reasons for optimism. We are seeing a new mindset emerge from businesses, particularly in the property sector, as they look to sustainably manage the consumption and recycling of water.

Forward-thinking nature-based solutions offer more opportunities than grey infrastructure as they not only improve the stresses placed on our water environment but positively contribute to human health and wellbeing. Naturally absorbing and holding water through green areas, planting and soils also leads to better natural cleansing and improves water quality. Nature-based solutions also bring financial advantages due to a reduction in initial capital expenditure and lower on-going operations expense.

 

Nature-based solutions in Gloucestershire

PJA has been advising engineers on a Garden Village development in Gloucestershire for the delivery of 3000 homes.

This project requires a collaborative ethic between the design team, landowner, local authority, developer and other stakeholders to achieve a ‘Building with Nature’ accreditation and leave a lasting legacy that demonstrates an exemplary quality of green and blue infrastructure.

The accreditation puts nature at the heart of the development by setting out a framework of standards enabling developers to engender a much more holistic approach to water use and its management, to ensure that the natural water cycle is maintained.

To support this process, our Water Cycle Strategy for the development has included:

  • Engagement with the Environment Agency and Bristol Water to develop overall water consumption targets for both residential and non-residential areas of the development, whilst taking into account the current availability of water demands in the area, the future predicted availability of water and the potential impacts of climate change.
  • Actions to minimise the predicted use of water on the development; and maintain this in future ownership and maintenance of any shared facilities. This includes the consideration of a rainwater harvesting system fitted with smart control metres (such systems empty rainwater storage tanks to optimise storage capacity ahead of a predicted rainfall event) to reduce potable water use. This system also diverts stormwater away from areas of flood risk by optimising the supply-demand balance and capturing, storing and treating surface water runoff. Not just at a housing scale, but providing irrigation systems for the local farm stead, hotel landscaping and school sports pitches.
  • Design options to reduce the water demand in landscaping, any other predicted water use and on-site collection/storage opportunities – which informed the design and placement of green infrastructure features.
  • A SuDScape to ‘hydrate’ the development and landscape to enhance habitat resilience whilst providing multi-functionality and the benefits of amenity, mental wellbeing, biodiversity and local distinctiveness.

 

Time is of the essence when planning for a climate-resilient future. This is the moment to rethink the old way of managing water for a future when there will be less water available. With a collaborative, pragmatic approach we can achieve the change we need. It’s time to roll our sleeves up.

In 2018, 1137 people were killed or seriously injured in collisions on Welsh roads, 80 of these were children. The largest proportion of these serious or fatal casualties occurred on roads with a 30mph speed limit.

There is overwhelming evidence that lower speeds result in fewer collisions and a reduced severity of injuries; and consistent evidence that casualties are reduced when 20mph limits are introduced. Mark Drakeford, First Minister for Economy and Transport, said: ‘We know that 20mph zones reduce speed of traffic, reduce accidents – particularly accidents to children – and we want to see that become the default position right across Wales.’

Presently just 1% of the Welsh urban road network is 20mph. Having to make the case to lower the speed limit for every small scheme is inefficient and slow and will never achieve widespread change in driver behaviour.

The Wales 20mph Task Force Group, chaired by PJA’s Phil Jones, was formed on the direction of Lee Waters, the Deputy Minister for Economy and Transport, in May 2019. Task Force Group members included representatives of local government and transport providers as well as experienced campaigners such as Rod King MBE, founder of 20’s Plenty for Us, and experts such as Adrian Davis advising on best practice to help pave the way for this national law change.

The Groups’ objective was to identify the outcomes which would be expected from changing the default speed limit for restricted roads in Wales to 20mph; and the practical actions needed to implement this change.

The Group’s report included findings from international research showing that a 20mph limit on most urban roads and streets will result in fewer collisions and casualties. It also found that the lower speed limit will lead over time to more walking and cycling, improvements in air quality and improved noise levels.

On 15 July 2020, in a world first, the Welsh Parliament voted 45 to 6 in favour of accepting all 21 recommendations of the Task Force Group to reduce the default speed limit for restricted roads in Wales to 20mph.

The new speed limit will apply to roads with street lights at least every 200 yards and is expected to become law by April 2023. It will not be a blanket 20mph, as higher limits will be appropriate on some lit roads – and the Task Force developed a GIS system to enable authorities to quickly identify them – but the vast majority of urban roads will see the new limit. This will enable a rapid roll out of 20mph limits with authorities only having to identify the relatively few exceptions to the rule, thus helping to encourage walking and cycling as sustainable modes of transport quickly and over wide areas.

Lee Waters, the Deputy Minister for Economy and Transport, said: “The investment will reap rewards. Lives saved, costly accidents prevented, mental and physical health improved and the more intangible but equally valuable community fabric strengthened. I am hugely grateful to Phil Jones for leading this substantial piece of work over the last year, systematically identifying the barriers to implementing this significant change…”

The campaign for 20mph default limit was supported by numerous Welsh organisations and NGOs including the Institute for Welsh Affairs, Public Health Wales, Sustrans Cymru, Royal College of Paediatrics and Child Health, Living Streets Cymru and BRAKE.

The significance of the change being made in Wales should not be underestimated. No country has previously chosen to reduce the default speed limit for urban areas to 20mph and there will be global interest in learning from and building on Wales’ experience.

PJA were part of the team that helped secure consent for a dedicated space to educate the next generation of healthcare professionals at The University of Worcester.

The former Worcester newspaper office, known as Berrows House, on Hylton Road is being developed to provide a new Centre for Health and Medical Education. The centre will include a state-of-the-art anatomy laboratory, a suite of GP simulation rooms, and a range of general seminar and teaching rooms. There will also be offices, break-out spaces for group study and a café.

PJA provided transport planning advice to the University of Worcester to ensure planning success for what will be a high-quality teaching facility, creating hundreds of new opportunities to gain a first-class education and vital professional qualifications in a wide variety of health professions.

The fully refurbished building, which will open at the end of 2022, will be a most significant addition to the University’s Severn Campus, whose focus is on health, wellbeing and inclusive sport.
