St Modwen Park at Access 18, Avonmouth is an existing commercial development occupying a brownfield site that was once the Britannia Zinc works.
PJA continued its work with St Modwen at Access 18 to provide transport planning services to support the latest phase of the development, a hybrid application for Phase 8, comprising circa 100,000sqm of B2/B8 commercial floorspace and a new hotel.
Working as part of a multi-disciplinary team, PJA’s role included preparation of a Transport Assessment and Framework Travel Plan and preliminary access design work.
The Transport Assessment methodology involved the use of the West of England’s GBATS4 model and necessitated close liaison with officers at Bristol City Council and National Highways and their respective consultant teams throughout the pre-planning and consultation phases.
To support the development of the site, a package of mitigation measures targeting increases in walking, cycling and public transport mode share was developed, in addition to localised junction improvements works at specific locations. This included the provision of a new bus gate which will enable the diversion of an existing bus service through the centre of the site, providing new stops for the benefit of existing and future employees and extensive off-site pedestrian and cycle route improvements. The approach to mitigation sought to capitalise on the benefits derived from public transport and active travel enhancements, rather than seeking to increase highway capacity.
The hybrid application formally secured planning consent in February 2021. PJA are retained and are assisting St Modwen with reserved matters submissions and S278 detailed design works.
