PJA was appointed by The Bird Group and Persimmon Homes to provide transport planning advice and reporting for a proposed development site comprising 65 residential dwellings on Land at Stratford Business Park, Banbury Road, Stratford-upon-Avon.

The transport planning and highway engineering teams at PJA both worked closely with the local highway authority to develop suitable mitigation proposals in relation to vehicle access, public transport improvements and pedestrian and cycle routes. All matters were agreed with the highway authority and consequently the application was presented to the planning committee with recommendation to approve the application.

Unfortunately the application was refused by local members at the committee, despite the officer’s recommendation for approval.

An appeal against the decision was therefore lodged by the clients and a hearing was held attended by Chris Stack, Associate Director at PJA. Technical evidence was presented on the location of the development, access for sustainable modes and the suitability of proposed mitigation measures. The inspector subsequently decided that the appeal should be allowed concluding that the improvements to the public transport serving the site and the creation of a dedicated footway/cycleway linking to the edge of Stratford-upon-Avon, would enable the development to integrate with the existing community. In addition it was concluded that occupiers of the development would not be heavily reliant on the private car to meet their day-to-day needs and accordingly, the proposal would minimise the need to travel and promote the use of transport other than the private car.
